හැම Public Project එකකම Cost, Deadline සහ Progress Online බලන්න දෙමු

Sri Lanka වල taxpayersගේ මුදල් වලින් road එකක්, bridge එකක්, hospital එකක් හෝ වෙනත් public project එකක් කරනවා නම්, ඒ project එකට කොච්චර වියදම් වෙනවාද සහ වැඩ කොච්චර දුරට ඉවරද කියලා දැනගන්න citizen කෙනෙකුට අමාරු වෙන්න ඕන නැහැ.

Public money spend කරන project එකක් නම් basic information එකත් public වෙන්න ඕන.

Major public projects සඳහා එක central website එකකින් මේ information බලන්න පුළුවන් වෙන්න ඕන:

• Major delays සහ ඒවාට හේතුව

මේ data එක PDF reports ගොඩක් අතර hide කරනවා වෙනුවට සාමාන්‍ය citizen කෙනෙකුට තේරෙන dashboard එකකින් display කරන්න පුළුවන්.

මේ information එකේ කොටසක් දැනටමත් තියෙනවා

Sri Lanka Treasury දැනට Major Public Investment Projects information publish කරනවා. 2026–2028 report එකේ project period, estimated total cost, cumulative expenditure සහ future budget allocations වගේ information තියෙනවා.

Problem එක information කිසිම තැනක නැති එකම නෙවෙයි. Information fragmented වීම, update frequency එක අඩු වීම සහ ordinary citizen කෙනෙකුට easily track කරන්න බැරි වීමත් problem එකක්.

Verité Research’s Infrastructure Watch විසින් 2024දී assess කළ large infrastructure projects 50ක required information වල overall online disclosure එක 36%ක් පමණයි කියලා වාර්තා කරලා තියෙනවා. Procurement-related information disclosure එක 21% දක්වා අඩුයි.

Delay එකක් හෝ Cost Increase එකක් Automatically Corruption නෙවෙයි

මෙතන fair වෙන්නත් ඕන.

Project එකක cost increase වුණා කියලා හෝ deadline එක miss වුණා කියලා automatically corruption කියන්න බැහැ.

Inflation, exchange-rate changes, land acquisition, weather, design changes සහ unexpected technical problems නිසාත් projects delay වෙන්න හෝ cost වැඩි වෙන්න පුළුවන්.

ඒ නිසා dashboard එකේ “why?” කියන information එකත් තියෙන්න ඕන.

Government එක electronic Government Procurement (e-GP) system එක expand කිරීමේ වැඩ දැනටමත් කරගෙන යනවා. 2026දීත් system implementation partner කෙනෙකු තෝරාගැනීම සඳහා procurement process එක ක්‍රියාත්මක වෙමින් තිබුණා.

Long term එකේ procurement information සහ project-progress information connect කළොත් public spending එක follow කරන්න ගොඩක් ලේසි වෙනවා.

Every small government purchase එක dashboard එකකට දාන්න අවශ්‍ය නැති වුණත්, meaningful public projects above a reasonable value threshold එකකට transparent tracking එක mandatory කරන්න පුළුවන්.

Public transparency කියන්නේ corruption accuse කරන එක විතරක් නෙවෙයි.

Government එක හොඳට කරන projects වල progress එකත් publicට පෙන්වන්න පුළුවන් system එකක් හදන එකයි.
